Finding 1 — Health Crisis & Stripped of Leadership
In November 2024, Scott missed two weeks of Congress for back treatment at an Atlanta-area rehabilitation facility, returning in a wheelchair. More damaging: in December 2024, fellow Democrats took the extraordinary step of stripping him of his Agriculture Committee Ranking Member position — explicitly citing concerns about his "ability to communicate with members and lead negotiations." Scott had been the first Black Agriculture Committee Chairman (2021-22). He is now a backbench member of the committee he once led.
Finding 2 — Zero Electoral Accountability, Active Primary Challenge
GA-13 is a D+21 district — Scott has won re-election with over 70% of the vote and faces no realistic general election threat. But his 2026 primary is now a real contest. Three challengers have announced: State Sen. Emanuel Jones (20-year legislature veteran), State Rep. Jasmine Clark (who raised $100,000+ in her first 48 hours and explicitly calls out Scott's health and lost leadership), and Everton Blair (who entered after Scott's confrontational June 2025 town hall). Scott's primary margin has been declining — down from 65.7% in 2022 to 57.6% in 2024 with six challengers.
Finding 3 — Ethics History & Constituent Disconnect
In 2007, Citizens for Responsibility and Ethics in Washington (CREW) named Scott one of the "25 Most Corrupt Members of Congress" after documenting $715,000 in campaign payments to himself, family members, and a family advertising business — alongside 40+ tax liens and over $150,000 in back taxes. No formal investigation resulted, but the pattern is part of the public record. In 2007, the AJC reported that more than 40 tax liens had been placed against Scott's home and business dating back to the 1980s and 1990s, totaling over $150,000 in unpaid taxes. Scott subsequently paid off the liens, attributing them to bookkeeping errors (Source: AJC). More recently, his June 2025 town hall devolved into a confrontation with constituents in which Scott declared "I'm not going away" — a moment that directly motivated Everton Blair's campaign announcement.
Finding 4 — Still Legislating, But Power Is Gone
Scott has sponsored 17 bills in the 119th Congress and secured over $10 million in district earmarks — above-average legislative activity. His record is not one of total inactivity. But the loss of his Ranking Member position has gutted his ability to drive policy outcomes for Georgia's farming communities. Legislative output without institutional power is significantly diminished influence.
