What is the Congressional Vitality Index?
The Congressional Vitality Index (CVI) is a comprehensive scoring system that evaluates whether members of Congress over 70 are still fit, effective, and accountable to serve their constituents. Each member receives a score from 0-100 based on five equally weighted categories worth 20 points each.
The Five Scoring Categories
1. Age & Tenure (20 points)
Evaluates whether a member is of advanced age or has served for an extended period. This category uses rigid scoring based on objective facts:
- **Age scoring (10 points):** Points decrease with age brackets
- **Tenure scoring (10 points):** Points decrease with years served in Congress
2. Electoral Vulnerability (20 points)
Measures whether voters can actually replace this member through competitive elections:
- **Election margins:** How close was their last election?
- **Primary challengers:** Are credible challengers running against them?
- Safe seats with no challengers indicate lack of democratic accountability
3. Health & Capacity (20 points)
Assesses whether the member can physically and cognitively perform their duties:
- **Health incidents:** Documented hospitalizations, strokes, injuries, medical treatments
- **Public performance:** Ability to participate in hearings, cast votes, engage constituents
- All claims based on public reporting from credible news sources
4. Effectiveness & Relevance (20 points)
Evaluates whether the member is still actively legislating and influencing policy:
- **Legislative activity:** Bills sponsored, amendments offered, bipartisan work
- **Committee influence:** Leadership positions, active participation, policy impact
5. Controversy & Scandals (20 points)
Identifies ethics issues or scandals that suggest the member should not continue serving:
- **Ethics violations:** Official investigations, sanctions, documented misconduct
- **Constituent connection:** Approval ratings, responsiveness, accessibility
- All claims sourced from official records and watchdog organizations
Status Categories
Based on total scores (0-100), members are assigned a status:
- **PRIME (90-100):** Still highly effective and accountable
- **FADING (70-89):** Showing signs of decline in effectiveness
- **LIFE SUPPORT (50-69):** Functioning, but with serious concerns
- **CRITICAL CONDITION (30-49):** Urgent need for replacement
- **FLATLINED (0-29):** Complete failure to serve constituents effectively
Research Standards
Source Hierarchy
We verify all factual claims using a strict source hierarchy:
**Tier 1 Sources (Preferred):**
- Official government records (Congress.gov, GovTrack, FEC, House/Senate Ethics Committees)
- Office of Congressional Ethics (OCE) reports
- Citizens for Responsibility and Ethics in Washington (CREW)
- Court documents and legal filings
- Official statements from members or their offices
**Tier 2 Sources (Acceptable):**
- Major news outlets (New York Times, Washington Post, Associated Press, Reuters)
- Political news organizations (Politico, The Hill, Roll Call)
- Investigative journalism from credible outlets
- Named sources in reputable publications
**Prohibited Sources:**
- Social media speculation or rumors
- Anonymous allegations without credible reporting
- Partisan blogs or unreliable websites
- Unverified claims
Health Information Standards
We take special care with health-related information:
- **We cite public reporting only:** All health incidents are sourced from credible news coverage or official statements
- **We do not diagnose:** We never claim members have specific medical conditions unless publicly disclosed
- **We use hedging language:** "According to [source]," "Publicly reported," "Documented in..."
- **We distinguish fact from opinion:** Facts are sourced, opinions are clearly labeled as analysis
Ethics & Scandal Standards
We verify all ethics violations and scandals:
- **Official investigations only:** We cite OCE reports, Ethics Committee findings, FEC violations
- **Watchdog documentation:** CREW reports, Campaign Legal Center findings
- **Court records:** Criminal investigations, civil lawsuits with public documentation
- **No unsubstantiated claims:** Allegations without official investigation are not included

**CVI scores represent our opinion and analysis** of whether members are fit, effective, and accountable to serve based on publicly available information. These are editorial assessments, not objective scientific measurements.
Not Medical or Legal Judgments
**We are not medical professionals** and do not diagnose health conditions. Health references are based solely on public reporting and official statements.
**We are not attorneys** and do not make legal determinations about ethics violations. We cite official investigations and watchdog findings.
Methodology is Proprietary
While we disclose the general factors and categories, **the exact weighting and scoring calculations are proprietary** to maintain analytical integrity. Scores may be adjusted based on context and new information.
Sources Are Cited
All factual claims in our research are hyperlinked to original sources. We maintain documentation of our research process and sourcing.
Scores May Change
Scores may be updated as new information becomes available, including:
- New primary challengers announcing
- Health incidents or updates
- Ethics investigations or findings
- Changes in legislative activity
- Electoral results
Not Ageism
Our mission is democratic accountability, not discrimination based on age. We evaluate members on:
- The combination of advanced age + safe districts + health concerns + lack of challengers
- This creates an accountability crisis where voters cannot effectively replace representatives
Age alone does not determine fitness to serve. A sharp, effective 75-year-old in a competitive district can score well. An 85-year-old with health issues in a safe seat with no challengers represents a failure of democratic accountability.

**What we correct:**

**What we don't correct:**
- Disagreements with our methodology or scoring system
- Differences of opinion or interpretation
- Subjective assessments based on documented facts

- **All sources are cited** and hyperlinked in our research
