Rep. Carol Miller Scores 62/100: Life Support in a Safe Seat

Safe seats do not produce accountability. They produce longevity. The design of American congressional districts, combined with the structural advantages of incumbency, means that a member can hold power for decade after decade without ever facing a real election. That is not a flaw in the system. For many members, it is the whole point.

 

Rep. Carol Miller of West Virginia's 1st Congressional District is 75 years old, has been in Congress since 2019, sits on the most powerful tax-writing committee in the House, and won her last election by 41 points. The Safest Seat in the Mountain State

WV-1 carries a Cook Partisan Voter Index of R+23. In 2024, Donald Trump won the state with nearly 70% of the vote, his highest total anywhere in the country. Miller's vote totals have not fluctuated much because they do not need to. She got 67% in 2024. She got 67% in 2022. The margin is not a measure of her performance. It is a measure of the district.

 

One Republican has filed to challenge her in the May 12, 2026 primary. That is the extent of the pressure Miller faces from her own voters going into this election cycle.

 

Stock Trades, PPP Loans, and a Convenient Vote

In September 2022, it emerged that Miller had failed to disclose 21 stock trades made by her husband in 2021, with a combined value of up to $805,000. The trades included Johnson & Johnson and Quest Diagnostics (COVID-19 vaccine and testing), Gilead Sciences, Clorox, General Dynamics, and L3Harris (defense). The STOCK Act requires disclosure within 45 days. Her office called it a technical error.

 

Then there is the Paycheck Protection Program. During the pandemic, auto dealerships owned by Miller's husband received more than $3 million in PPP loans. Those loans were forgiven. Miller then voted against the TRUTH Act, the bill that would have required public disclosure of every company that received a PPP bailout. The companies that benefited from her vote included her own family's businesses. No investigation followed.


Voting to Keep Misconduct Files Sealed

On March 4, 2026, the House voted 357 to 65 on a motion to refer H.Res.1100 to the House Committee on Ethics. The resolution would have publicly released records of investigations into sexual harassment and misconduct by members of Congress and their staff. Sending it to committee rather than acting on it was the procedural equivalent of filing it away. Miller voted with the majority to refer it to committee.

 

Only 65 members voted to move forward with releasing the records. Three hundred and fifty-seven voted to send them to committee. That is a bipartisan coalition in favor of the files staying quiet. Miller was part of it.


At a time when the American people are clamoring for sexual abusers to face the reckoning of justice, Rep. Miller is boldly protecting them. What more proof does anyone need to see she is out of touch with her constiuents and modern American values.


THE UNDERLYING CONDITION

Carol Miller is not David Scott. She is not Steny Hoyer. She does not have 40 years in office and a collapsed committee career. She is 75 years old, she has been in Congress for seven years, and she holds a seat on Ways and Means that is genuinely valuable. None of that is the diagnosis.

The diagnosis is the district. WV-1 is one of the most economically distressed congressional districts in the country. Southern West Virginia has struggled with persistent poverty, healthcare access failures, and economic decline for decades. Miller's district includes communities with some of the lowest life expectancy rates in the United States. She has been on the Ways and Means Health Subcommittee and the full committee for years. Those are the levers.

But when the seat is R+23 and the last three challengers were a convicted January 6 participant, a perennial candidate, and a collection of filed paperwork, nobody has to explain their record. The safe seat is not just a political fact. It is a permission slip.


Who Could Change This

The May 12, 2026 Republican primary has one active challenger: Larry Jackson, a Hanover business owner who founded Eastern Equipment LLC and is running on an America First platform. If you live in WV-1 and want a different direction, the primary is the only election that matters. The general election result is not in question. The question is whether anyone makes her earn the primary.

 

The Score Is the Symptom

62/100, LIFE SUPPORT. That score reflects a member who is functioning, holds real committee power, and has genuine financial ethics problems that went uninvestigated because the system did not demand investigation. It reflects a district so safe that accountability pressure is theoretical. It reflects seven years on the committee with jurisdiction over healthcare in a state where people are dying younger than almost anywhere else in the country.
